NOTICE OF STATE GENERAL ELECTION
NOTICE IS HEREBY GIVEN that on TUESDAY, NOVEMBER 3, 2009 for each precinct in the County of Asotin, State of Washington, a State General Election will be held to elect the following named persons that have been nominated by the designated major and minor parties, independent candidates or are write-in candidates for the respective city, state, county offices to be elected for full and unexpired terms. Washington has a new election system. In each race for partisan office, the two candidates who received the most votes in the August Primary advanced to the November General Election. Each candidate for partisan office my state a political party that he or she prefers. A candidate’s preference does not imply that the candidate is nominated or endorsed by the party, or that the party approves of or associates with that candidate. The election of President and Vice President are the official nominees of their political party. Asotin County is a vote by mail county so no poll sites will be open and the voter will get his/her ballot in the mail. It will cost $.44 to return the ballot or the voter may drop it off at the Auditor’s office between 7:30am and 5:30pm everyday until election day when we will be open from 7:00am to 8:00pm, November 3, 2009. The voter may also obtain a replacement ballot at our office during these times. The DAU for visually impaired voter is set up in our office from October 16, 2009 through November 3, 2009 from 7:30am to 5:30pm each day except election day when it will be available form 7:00am to 8:00pm. This measure would limit growth of certain state, county and city revenue to annual inflation and population growth, not including voter-approved revenue increases. Revenue collected above the limit would reduce property tax levies.

State Referendum Measure No 71
The legislature passed Engrossed Second Substitute Bill 5688 concerning rights and responsibilities of state-registered domestic partners and voters have filed a sufficient referendum petition on this bill. This will would expand the rights, responsibilities and obligations accorded state-registered same-sex and senior domestic partners to be equivalent to those of married spouses, except that a domestic partner ship is not a marriage.

Formation of Cemetery District
The Board of Commissioners for Asotin County has passed a resolution regarding formation of a Cemetery District for all of Asotin Count. This measure would create a cemetery district in Asotin County pursuant to RCW 68325.185 for maintenance and operations of cemeteries approved to be in the district. The district would be authorized to levy a property tax not to exceed 11.25 cents per thousand dollars of assessed value beginning in 2010. Blue Mountain Fire District Formation
The Board of County Commissioners of Asotin County have passes a resolution regarding a fire district to be known as “Blue Mountain Fire District #1". If passed this resolution would create a fire protection district pursuant to RCW 52.02 to provide fire protection to the residents and property owners within the boundaries previously established. The district would be authorized to levy a property tax not to exceed $0.95 cents per thousand dollars of assessed value beginning in 2010. Yes No
Continuance of the Sales and Use Tax for PTBA
Shall the Authority of the Asotin County Public Transportation Benefit Area (PTBA) be authorized to continue the sales and use tax of two-tenths (2/10th) of one percent (1%) within Asotin County effective January 1, 2010. Said proposition shall expire at the end of a five (5) year period unless renewed by the vote of the people. The proceeds of which are to be used solely to fund the operation, maintenance , and capital needs of the public transportation system for Asotin county all as provided in Resolution No, 09-03.

City of Clarkston Proposition 911
The City Council of the City of Clarkston, Washington, adopted Resolution No. 2009-11 concerning a proposition to finance emergency medical services. This Proposition, if approved, would permit continued maintenance and operation of the present Rescue One Emergency Medical Services Unit through the levy of a special excess tax for collection in 2010 of $413,834 requiring approximately $1.23 per thousand dollars of assessed value (based on 100% of true and fair value).

All interested parties need to file with Asotin County Auditor’s Office during office hours 7:30am to 5:00pm on above dates. There is no filing fee.
These positions are contingent on the Cemetery District being approved at the General Election, November 3, 2009.

NOTICE IS HEREBY GIVEN that the registration files for voters of Asotin County, State of Washington, shall close on Saturday, July 18, 2009 for original registrations or transfers of registration within the county and state, and shall remain closed for the PRIMARY ELECTION, to be held on August 18, 2009. Provisions allow for thirty day residents of the state to register to vote ONLY at the Auditor’s office through August 10, 2009.
