Title Transfers

To apply for a title on a vehicle or vessel the new owners will need the following items:

  • Proof of Ownership:
    • Manufactured Statement of Origin (for brand new vehicles)
    • Title properly released by all legal and registered owners
    • Affidavit in Lieu of Title/Release of Interest Form
    • Special circumstances
      • Abandoned Vehicle Report (AVR)
      • Notarized release of interest (for 3 year registration only)
  • Proper Identification:
    • Driver's license or any photo ID with signature
    • Or any two of the following:
      • A nationally or regionally recognized credit card with signature
      • A signed ID card issued by a government agency
      • Any certificate or other document issued by a government agency for the purpose of establishing identity
  • Bill of Sale
  • Odometer Disclosure - Only for vehicles 10 years and younger
    • A completed odometer disclosure, signed by both the buyer and seller must be presented before we can process any title transaction on a vehicle 10 years or younger. The odometer disclosure form is located on all Washington titles issued from 1991 to present.
  • Title Application:
    • Notarized signatures of all registered owners to be shown on the new title.

Since a title transfer requires a notarized or certified signature of the new owners, it is not possible to process these on the internet.
